ELIGIBILITY

Anyone who believes that a person residing in Erie County may benefit from and qualify for services can make a referral to the Erie County Board of Developmental Disabilities.

To qualify for services, an individual must have a developmental disability that began before age 22, includes intellectual or physical disabilities expected to be lifelong, and is not caused solely by mental illness.

Over Three years of age:

Eligibility for services is based on a variety of factors and evaluations that are specific to a person’s age and are governed by the Ohio Revised Code. Eligibility is determined at ages 3, 6 and 16 or when there is a significant change in ability and functioning.

  • At age 3 to 5, children are eligible if they have at least two documented developmental delays reported in an Educational Team Report.

  • Age 6 through 15, children are eligible if they have a documented history of a lifelong developmental disability and significant functional limitations in at least three areas as assessed by the Children’s Ohio Eligibility Determination Instrument (COEDI).

  • Ages 16 and over are eligible for services if they have a documented history of lifelong developmental disability and significant functional limitations in at least three of seven life areas as assessed by the Ohio Eligibility Determination Instrument (OEDI).
